What is Upward Bound?
The Upward Bound Program is a federally funded program designed to assist students with their academic pursuits. Upward Bound provides students with the skills and motivation necessary for successful pursuit of a post-secondary education.

Eligibility Criteria
Any student who has completed the 8th grade and is attending a public school in Beaufort, Colleton, Hampton, or Jasper county. Parents of the student must meet the following criteria:

• Does not have a 4 year college education
• Income meets the financial income set by federal guidelines

History of Upward Bound
The Economic Opportunity Act of 1964, through the Office of Economic Opportunity, funded 18 Upward Bound Pilot Projects. These projects provided eligible rural high school students with instruction and services to increase their likelihood of completing a post-secondary educational program. Over 900 Upward Bound Projects exist nationwide.

The Upward Bound Program has been available at the Technical College of the Lowcountry since 1984.

Upward Bound Services Offered

The services are free of charge to the program participants:

• Transportation to and from the Technical College of the Lowcountry
• Lunch
• Tutoring services
• Assistance with locating scholarships to attend college
• Trips
• Cultural events (plays, concerts, movies, etc.)
• Visits to various colleges and universities
• Personalized counseling
• Free assessments
• Career counseling
• Motivational speakers and workshops
• Defrayment of expenses (stipend)
• Many more fun-filled activities
• Free Application For Federal Student Aid
