Important Data Security Incident Update

On Thursday, April 23, 2015, the Technical College of the Lowcountry was notified of a data security incident involving the online publication of the names and Social Security numbers of 91 Beaufort County School District students who were enrolled in TCL’s Early College Credit Opportunities/Dual Enrollment program in 2009-2010.

 

Upon preliminary investigation, it appears to be an isolated event that did not originate with the College. There are currently no reports of malicious use of the information. However, since the incident involves former TCL students, the College is making every effort to quickly help resolve the situation.

  • Per the College’s request, the personal identifying information has been removed from the third party’s web site.
  • TCL will notify those who were listed and provide them with identity and credit monitoring services at no cost for one year.
  • The College has set up a hotline (843.525.8249) to answer questions and to help collect current contact information for those affected.

 

TCL values the privacy and security of our former and current students. We will continue working closely with our partners at the Beaufort County School District to further investigate and ensure the situation does not happen again. In addition, TCL strictly adheres to federal, state and internal guidelines that protect our students’ information such as:

  • TCL Policy 4-4-405 ensures that confidentiality of student information is maintained in accordance with the Family Education Rights and Privacy Act of 1974, as amended (FERPA). The college will not release educational records or personally identifiable information without the student’s written consent except to the extent that FERPA authorizes disclosure without consent.
  • TCL Policy 5-1-516 ensures the security and confidentiality of student information, protects against anticipated threats to the security and integrity of such information, and guards against unauthorized access. Accordingly, TCL has adopted the safeguarding provisions of the Gramm-Leach-Bliley Financial Modernization Act of 1999.

On Thursday, April 23, 2015, the Technical College of the Lowcountry was notified of a possible data security incident involving the online publication of the names and Social Security numbers of 91 Beaufort County School District students who were enrolled in TCL’s Early College Credit Opportunities/Dual Enrollment program in 2009-2010.

 

Upon preliminary investigation, it appears to be an isolated event that did not originate with the College. However, since former TCL students are affected, the College is making every effort to help resolve the situation and ensure it does not happen again. Per the College’s request, the personal information has been removed from the publisher’s web site. TCL will be mailing letters to those affected and providing options for identity and credit monitoring services.
